A national programme of public private partnership was elaborated accordingly, but could not be implemented. Upon the ministry of agriculture request, in 2010, FAO supported the implementation of a new Tunisian livestock strategy based on the public private partnership approach.<\/p>\n<p>The project was based on a participatory approach at all levels, aiming at transferring extension and milk control activities from a national institution to three already existing POs, selected based on their potential capacities to conduct this programme.<\/p>\n<p>POs would be paid by the national institution for the service provided. A \u201cprogramme-contract\u201d defining the activities to be conducted under this programme and their modalities (responsibilities, payments, deadlines, conditions) was signed between the producers\u2019 organization and the Ministry of Agriculture, Water Resources and Fisheries.<\/p>\n<h5><strong>About the area:<\/strong><\/h5>\n<p>The cooperatives take their seats in the three governorates in the Center Est of Tunisia. Precisely: the cooperative\u201d <em>Zitouna<\/em>\u201d is based on <em>Monastir<\/em> Governorate, in the delegation of <em>Beni Hassen<\/em>, the cooperative \u201c<em>Ennejma\u201d<\/em> is based in <em>Mahdia<\/em> Governorate, delegation of <em>El Jemm<\/em>, the cooperative \u201c<em>Al Izdihar<\/em>\u201d in <em>Sfax<\/em> Governorate is located in the delegation of <em>Hzag<\/em>. They have clear boundaries corresponding to an administrative level. Innovators and partners are based at national level, act at the local level, but the beneficiaries are to be found at the provincial level.\u00a0 These provincial areas are marginalized, being characterized by recurrent drought, small size farms (less than 2 to 3 cows)\u00a0 with difficult access to markets and available government technical support and subsidies.
